I think high accommodation will be the main issue. One of the reasons could be that there would not be much enough hotel rooms in Tokyo to accommodate visitors. The rooms cost would be substantially higher. Even now, it is harder to book a place in Tokyo.
Compared to the Nagano Winter Olympics in 1998, a major issue was the high cost, even though it was a much smaller area compared to Tokyo and also not much of a tourist destination. However, Tokyo is the top tourist destination in Japan.
Public transport can be an issue during the 2020 Summer Olympics as Tokyo is already a congested city. Commuting to watch the games can be an issue.
Over 20 million people using public transport every day in Tokyo. Locals have already been warned about the commuting issue during the Olympic and Paralympics Games. Locals may also be told to work from home during the Olympics.
Tokyo will probably break all previous records of price hikes during the 2020 Summer Olympics. Food will be at the top in the rank. But no one can do anything about it, as it is just supply and demand dynamics.
