It also depends on what type of service you are looking for as well as your budget. I think Peopleperhour (PPH) has no longer any advantage for both costs and freelancers expertise.
I used PPH, Fiverr and many others but PPH keeps me disappointing every time. It is expensive, charge more service fee and the quality is getting rubbish.
Try Fivesquid (https://www.fivesquid.com/). It is better than both, especially for marketing jobs.
I would recommend customising your query, rather than buying freelancer gigs. Otherwise, you would have troubles. There are more platforms out there, and all of them try to differentiate themselves and be user-friendly.
If you do the vetting of freelancers properly then most of the time the project would be completed smoothly.
Stay away from Fiverr.
Fiverr does not automatically refund payments made for cancelled orders back to your payment card provider. Funds from order cancellations are refunded to the buyer’s balance as credit and are available for future purchases on Fiverr.
